We will adopt a whole-of-government approach to the delivery of social policy, based on a clear set of principles and supported by goals.

Our approach will be supported by an unquestionable commitment to integrity, leadership and compassion. These values will define a Liberals & Nationals Government.

Our six social policy principles are:

  1. The importance of early intervention and prevention.
  2. The value of local decision making and community partnerships.
  3. The rights of individuals to make informed choices and the expectation they will accept responsibility.
  4. The belief that NSW should offer the highest quality and standard of services in Australia.
  5. A promise to deliver timely and equitable services for all.
  6. A commitment to openness, transparency and accountability.

Our principles will be supported by clear goals which are detailed in the body of this paper. They will shape our policies, the results and ultimately the outcomes for the community.

We have grouped our goals into four areas:

Smarter

Education, Skills and Youth Affairs.

Stronger

Ageing, Arts, Citizenship, Community Services, Disability Services, Housing Strategy, Indigenous Affairs, Women and Volunteering.

Healthier

Health, Healthy Lifestyles, Medical Research and Cancer, and Mental Health.

Safer

Attorney General, Emergency Services, Justice, Juvenile Justice and Police.

Let's start with prioritising community protection by restoring the independance of the NSW Police, we could fund it by cutting back on ineffective Public Service - Propaganda Units (Like the NSW CCYP) and by deregulating the Foreshore Authorities. I feel an essay coming on... thank's for the inspiration!

  9. We must follow the lead of France, UK and Pakistani women and ban the burqa. We should begin to support their courage and chances are the world will follow.
  10. If you can deliver this policy NSW might at last be the great State it should be. We have long been neglegted by the Labour Government and it really is time for a change.
  11. Good start but I get turned off when crime is countered by increase police numbers insted of smarter policing.
  12. i think this is a great initiative, although it doesn't seem to have been picked up in the media. Hopefully there will be lots of great contributions that can shape the dynamic change this state needs.
  13. We need to bring back law and order in NSW as there isn't much at the moment. Bring in zero tolerance policing and replace the rights of serial offenders with the rights of victims and the vulnerable. Get rid of the stupid Anti-Discrimination Board and the like which just waste our taxes. Please.
  14. It sound very clear of the social policy. However, I think there's one important agenda missing, that is, the policy on the multiculturalism or ethnic communities. We, the Liberal Party, has to adopt more friendly approach to the ethnic commuinities that naturally inclined to vote for the Labor Party. We have to break this unreasonable trend of the immigrants. Thank you.

Please look long and hard at the gross tragedy that is that we continue to shunt young people through school when they can't read and write, simply because the calendar turns over to another year. What a wonderful country it would be if everyone moved up based on achieving benchmark literacy and numeracy. Those requiring more help or more time would not move on feeling hopeless and a failure, unable to do the basics. The consequences and far reaching impact upon our whole society is enourmous and unacceptable.

    Congratulations on your forum at Campbelltown recently. I attended from a Small Business perspective where I believe our service connects with all of the Smarter, Stronger, Healthier and Safer Policy Framework. I would encourage you to work with your Small Business Minister to ensure programs like the Business Advisory Service continues and grows. Guidance in Small Business start ups is best provided by Face to Face sessions. Also we provide a development service to assist operators to grow their capabilities (Smarter) to run and grow successful business ventures, thus strengthening (stronger) the local economy, greater employment, (healthier) and thus reducing unemployment (safer).   19. If you are serious about our communities being smarter, stronger, and healthier and your policies will be just and fair for all people then you need to provide the same level of funding support for special needs children whether they attend a public or private school.

  22. Our company group has developed a program that if introduced would generate a substantial residual income for most if not all NSW hospitals.
    We see that the funds need to be directed at the 'grass roots level' of a Hospitals.
    We fully intend to introduce our program to the public within the next 18 months and invite the opposition to meet with our executive team and myself in the next 3 months, where we would deliver a presentation outlining the true benefits of our proposal for.

Health Policy: Please include assisting the establishment of an indpendent health consumers organisation to provide the views and needs of NSW people using both pulbic and private health systems. This would bring NSW into line with other Australian states and territories. It would enable our real participation in decision-making about health policy and delivery.
  24. Only one comment aptly asks 'if you can deliver'
    This will need to be done through the full range of agencies including local government. 14 years has entrenched an interconnected endemic culture of self-interest before service in those agencies. Complex changes driven by a single mindedness of purpose rarely seen will need to be sustained.
    I hope you have the privilege of dealing with the challenge.
  25. The 400 bus route from Bondi Junction interchange to Burwood reflects the dismal neglect by the state government of the roads and environment of the areas through which the route takes. International visitors don't necessarily come on the Southern Cross Driveway but will think they are in a third world country which lacks greenery and safe suitable roads.
    Money needs to be directed to this area as a pre-election
    program in addition to recognising the health needs of the community.

    I appreciate your comments regarding the NSW Police force.
    The NSW Liberals & Nationals are determined to ensure police have sufficient resources and powers to identify and arrest criminals and the court system applies penalties that, not only match the crime, but also meet community expectations.

    I would strongly encourage you to write a submission outlining your ideas on this issue.

One of our four goals within the stronger stream is to enhance cultural, creative and recreational opportunities for all communities. Through this we hope to maximise opportunities for everyone, from a variety of backgrounds living in NSW.

  35. I put this to Jillian Skinner.
    I am putting together a short petition of some of the registered nurses in the hospital in which I work. Many of us are very concerned about experienced Registered Nurses being cast aside while new graduates, Enrolled Nurses & Assistants in Nursing are employed instead. At roughly $35ph we are considered TOO EXPENSIVE, which is rubbish.
    Are you interested in hearing what I have put together as submissions that need to be looked at? It entails University training as well as the above.

It's hard to believe there is a true commitment to find solutions to our problems when at the last Randwick Council Meeting Randwick Rugby Club was granted permission to extend hours of operation on their terrace (which is 1 metre from public footpath)from 6 to 9pm 7 days a week. Robert Bellini, Liberal Councilor for South Ward, seconded this motion. We had to sit silently and listen to various councilors stating this was a very conservative venue and NO problems existed. . This club is in a RESIDENTIAL zone. Living here for 45 years can swear to it that week after week after 9pm Friday and Saturday nights that is not so. Liberal councilors have failed us. The current Police Minister was the president until recently. I am afraid of reprisals as several of us ladies were told to 'PISS OFF' by a committee member of that club after the meeting on Tuesday.     The voting public doesn't understand ETS (how can you just pay money, buy credits and still polute), but even people who are sceptical about human-induced global warming understand and will happily participate in sustainability. You and the Feds should champion that. We should lead the world in recycling, water reuse, solar, tidal, wind and thermal energy. Promise them that and you could save the world. Oh, and get voted in too.
  39. At last. Someone who wants to listen and plan ahead for a brighter future for NSW. While Labor and Nathan "I don't care what the people think" Rees, tries to stare down the public, the O'Farrell Stoner team is actually listening. It's a tough road ahead and as we have seen in the past the good guys don't always get heard. I urge everyone to send your comments and join with the O'Farrell/Stoner team in getting our great State sorted out. I know I will be supporting them as much as I can.
  40. G'Day, Barry O'Farrell was quoted as saying "This shows the governments incompetence (Re the train that broke down on the bridge in over 35c degree heat) If this is the case then why are we forced to vote for it? Re: Incompetence & Fines for not voting???

    If the system is fair and just, why am i not seeing my 2 children? and why did i get treated like a criminal for being an epileptic & why was the real facts never presented in court? and why wasn't the jurisdiction ever brought up of states? why wouldn't DoCS in NSW and the CSSC in Queensland compromise or even negotiate any deals from the truth?
    Why wont anyone listen?
  41. HELLO BARRY,IT WILL BE INTERESTING TIMES WHEN YOUR PARTY IS ELECTED , FROM WHERE I HAVE BEEN SITTING FOR THE LAST FIFTY YEARS. LABOR OR LIBERAL A MIRROR IMAGE OF EACH OTHER, I WOULD LIKE CHANGE IN THE PUBLIC SERVICE, RTA AND THE POLICE FORCE , MAKE THE LESS OF A BUREAUCRACY, LOTS OF PROBLEMS IN NSW ARE DUE TO MANY OF THESE SYSTEM'S THAT ARE BROKEN. MAKING BUREAUCRACY MORE USER FRIENDLY WILL SAVEAND MAKE MONEY AND LIFT PRODUCTIVITY. UNLESS YOU CHANGE NSW YOUR FATE WILL BE THE SAME AS REES. GOOD LUCK
  42. It's too easy to say this current Government is tired; I’d use the word apathetic. The Ministers and their staffers show no real concern for the people who have any genuine issues. And with a 4 year fixed term keeping some of them warm at night, rumps can stay planted on seats regardless of effort.

    Too much spin no grasp of detail and certainly no drive to stand up for a constituent.

    This charter offers some hope that real change is coming.
  43. I have written to all parties in relation to isues of serious misconduct and corruption that has transpired in relation to complaints that I have made against police and the ombudsman. Sadly, no one has taken action on these serious issues.

    What has Premier Rees done. Nothing! except allow same police officers investigate their own misconduct and the ombudsman not interview witness as he believed that they are Aboriginal

    If the libs and nats are serious about honesty and accountability please table these in Parliament so the people of NSW can see the ingrained corruption and misconduct that ha been alloed to flourish under 14 years of labor.

  44. Recently saw the PSA crowing about good pay rises for several different areas of the Public Service. Don't they know that while NSW is being run by their mates, its other aspects of NSW that suffer to pay for above CPI pay rises, whether it be jobs of other Public Servants or simply a reduction in services for the struggling NSW residents. Where is our buses, rail, nurses, teachers and on and on.
    C'mon PSA where is your real responsibility for the collective good?
